Pass one. This is a research instrument, not a finished dataset.
The honest state of this table is that most of it is open. Filling it is a delegatable job with a named verifier and a date per cell, and the export below is built to be handed to someone to do exactly that. A grid that looked complete on pass one would be a grid full of guesses.

The highest-value rows to fill first
Not every open cell is worth the same. These three carry the most weight for anyone trying to stand a program up:
- Medicaid 1115 reentry waiver status — this single cell determines whether pre-release clinical services and medication are payable, which changes the funding model more than any other line.
- Medication for opioid use disorder in state corrections — where this is absent, the release protocol has no foundation and the model's central safety claim cannot be met.
- Juvenile pathway — whether a state funds family-based therapy or only a juvenile drug court. States in the second category need statutory change, not just a grant.
